Canada has about 7 per cent of the world`s renewable water supply, which is much less than Brazil or Russia and about the United States. That 7% of the world`s renewable water supply covers the ecological needs of the same part of the earth in the world, so that we no longer have water from an ecological point of view. The Columbia River remains a powerful waterway, but it has been forever modified by human intervention. With these new roundtables, Canada and the United States have a chance to do better. This agreement provides a mechanism for cooperation and coordination in the management of common waterways and the study of environmental issues of common interest along the border. A Compliance Act to the International Joint Commission, created under the Treaty of 11 January 1909 on border waters, retains exclusive jurisdiction and control over the use and diversion of all waters on their side of the border. However, if violations are caused by the use or diversion of treaty water, the victim is entitled to the same rights and remedies as if such damage occurred in the country where the diversion or disturbance took place (Article II). Finally, the export of tankers may be an exception. But this could only serve communities on the east and west coasts of the southern United States. The economy around oil tanker exports to North America is a little better than for large diversions, but it would still not be profitable at this point. Newfoundland and Labrador looked at this possibility in great detail and decided that it would not work on the east coast.
And on the west coast, Alaska has had a sales sign for two decades and has yet to sell its first shipment of water. The value of the pact in terms of electricity generation and flood protection has been welcomed by both governments, which see the agreement as a model of international cooperation. B.C. raised billions of dollars by selling hydroelectric power, while American communities were able to rely on stable water levels and economic development supported by reliable electricity. The BWT also provides that border waters and border waters cannot be polluted in either country by damage to the property or health of the other country (Article IV).
